Pusat Kajian Jaminan Sosial Pascasarjana Universitas Indonesia 

Indonesia telah melakukan reformasi besar – besaran pada sistem jaminan sosial yang dimulai tahun 2014, dengan menggabungkan seluruh program jaminan sosial menjadi dua badan penyelenggara.

  • Pertama, BPJS Kesehatan mengelola asuransi/ perlindungan kesehatan bagi semua orang. Saat ini, BPJS Kesehatan mencakup 156 juta orang dan pada tahun 2019 diharapkan mencakup 257 juta orang.
  • Kedua, BPJS Ketenagakerjaan mengelola 4 (empat) program jaminan sosial, diantaranya :
    Jaminan Kecelakaan Kerja, Jaminan Kematian, Jaminan Hari Tua, dan Jaminan Pensiun, untuk 21 juta karyawan sektor formal.

Sebelum reformasi, banyak pengajar/peneliti fakultas dari Universitas Indonesia telah terlibat dalam berbagai penelitian dan pelatihan tentang perlindungan sosial/ jaminan sosial di bawah berbagai pusat kajian, seperti :

  • Pusat Kajian Ekonomi Kesehatan, 
  • Pusat Kajian Kesejahteraan Sosial,
  • Pusat Kajian Manajemen, dan
  • Lembaga Demografi.

Setelah reformasi, adanya keinginan untuk mengintegrasikan dan menfokuskan topik perlindungan sosial/ jaminan sosial dibahas pada pusat kajian tersendiri. Oleh karena sifat penelitian dan pelatihan jaminan sosial/ perlindungan sosial mencakup perlindungan sosial yang luas dalam perawatan kesehatan, kecelakaan kerja, pensiun, asuransi jiwa, dan ketenagakerjaan, pusat kajian ini dikelola di bawah Pascasarjana Universitas Indonesia.
Untuk itu didirikan Pusat Kajian Jaminan Sosial Pascasarjana Universitas Indonesia (PKJSUI), atau dalam bahasa Inggris sebagai Center for Social Security Studies School of Graduate Universitas Indonesia (CSSSUI), www.pkjs.pps.ui.ac.id

Memperkenalkan Pusat Kajian Jaminan Sosial Universitas Indonesia dan layanan training nasional dan internasional tentang Jaminan Sosial

Pusat Kajian Jaminan Sosial Universitas Indonesia atau PKJS adalah satu pusat kajian/riset yang baru di Universitas Indonesia. Prof Hasbullah sebagai motor penggerak sejak tahun 2014 beserta peneliti jaminan sosial lainnya berhasil meyakinkan Universitas Indonesia akan pentingnya pendirian pusat kajian ini seiring dengan reformasi di bidang perlindungan sosial di Indonesia.
PKJS disahkan melalui Surat Keputusan Direktur Pasca Sarjana No.1718/SK/K/PPs-UI/2015 tanggal 14 September 2015 dan pengesahan Prof Dr Hasbullah Thabrany, MPH, Dr.PH merupakan Ketua Pusat  Kajian  Jaminan  Sosial dituangkan  dalam  SK  No.  1723/SK/K/PPs-UI/2015  tanggal  17 September 2015 PKJS terletak di kompleks gedung bersejarah di kampus UI Salemba, di gedung Pascasarjana Lantai 3 ruang 301. Pusat kajian merupakan bagian dari Pascasarjana multidisiplin UI.

Struktur kepengurusan terdiri dari :

Tulang punggung dari PKJS UI adalah peneliti dari berbagai latar balakang ilmu baik skema penuh waktu maupun paruh waktu, diantaranya :

Pusat kajian ini merupakan wadah bagi para ahli yang berminat pada perlindungan sosial dan saat ini terdiri dari ahli yang berasal dari FEB UI, FISIP UI, FKMUI, dan para ahli  dari luar UI yang sudah berpengalaman puluhan tahun di penelitian perlindungan sosial. Meskipun PKJS UI merupakan pusat kajian baru namun sebagian besar penelitinya sudah sangat lama berkecimpung dalam isu perlindungan sosial khususnya terlibat dalam fase awal Reformasi Perlindungan Sosial di Indonesia. Untuk kerjasama yang sedang berlangsung saat ini adalah persiapan pembentukan program studi magister jaminan sosial di UI bekerjasama dengan GIZ and Evaplan/ Heidelberg University  di Jerman, tender riset bersama tentang dengan  London School of Hygiene & Tropical Medicine and University of New South Wales UK tentang  “universal coverage of health security”, tender program intervensi dengan   Evaplan/Heidelberg University di   Jerman tentang “ Social Assistance Program in Indonesia”, kerjasama pelatihan internasional tentang pensiun dengan National Pension Service (NPS)-Korea and tender penelitian dengan BPJS Kesehatan.

  1. Pelatihan/Workshop  International  National  Pensione  Service  di  Korea,  29  Agustus –  2 September 2016 di Korea. Pre departure training: 25-26 Agustus 2016. Pelatihan ini bekerjasama dengan National Pensione System (NPS) Korea dan merupakan angkatan ke II. Bahasa pengantar bahasa Inggris.
  2. Inhouse seminar/training tentang Jaminan Sosial Kesehatan dan Ketenagakerjaan untuk Badan Usaha di Indonesia. Waktu dan tempat sesuai permintaan Badan Usaha. Bahasa pengantar bahasa Indonesia.
  3. Pelatihan International Social Protection Studies di Kampus UI Salemba, Jakarta, 8 Agustus – 7 Oktober 2016 (8 minggu) yang terdiri dari 7 modul.
    Kurikulum pelatihan disusun bersama dengan GIZ dan 3 universitas yaitu Universitas Heidelberg and EvaPlan di Jerman   dan Economic University di Vietnam. Tahun ini merupakan angkatan ke II.
    Bahasa pengantar bahasa Inggris. Peserta bisa mengambil semua modul atau beberapa modul. Modul yang tersedia dan pengajarnya adalah sebagai berikut. Satu modul diajarkan selama satu minggu (5 hari).

Introduce Center  for Social Security Universitas Indonesia and training service for international and national level about social security and social  protection

The Center for Social Security Universitas Indonesia or CSSUI (http://pkjs.pps.ui.ac.id/) is a new study center in University of Indonesia. Through such hardly work done since 2014 by Prof Hasbullah Thabrany and his colleagues to convince the importancy of establishing the new center for anticipating the reform in social protection in Indonesia, CSSUI has been established legally by Decree of Director Postgraduate Study No.1718/SK/K/PPs-UI/2015 on 14 September 2015.  The chairman of CSSUI is Prof Dr  Hasbullah  Thabrany,  MPH,  Dr.PH  regarding  to  Decree  of  Director  Postgraduate  Study  No.1723/SK/K/PPs-UI/2015 on 17 September 2015 .

The office is located at the old and historical campus in down town Jakarta, in the postgraduate multidicipline  program  building,  third  floor,  room  number  301.  The  superordinate  of  CSSUI  is Postgraduate Program (http://pps.ui.ac.id/), the one who responsible for multidiciplinary study program in Universitas Indonesia.

Management Structure consist of Chairman (Prof. dr . The backbone of the CSSUI is the researcher in various background which is working in full time scheme or parttimer such as Prof. dr. Since the CSSUI is a new center, the players mostly are the experienced researcher who has involve for many years in developing preliminary stage in Social Protection Reform in Indonesia.  The continuous cooperation now is going with GIZ and Evaplan/ Heidelberg University  in Germany on preparing master program in University of Indonesia,   joint tender on research with London School of Hygiene & Tropical Medicine and University of New South Wales UK on universal coverage of health security, a joint intervention tender project with Evaplan/Heidelberg University in Germany on Social Assistance Program in Indonesia, joint international pensione training program with National Pension Service (NPS)-Korea and tender for research with BPJS Kesehatan.

Service offered in 2016

  1. Workshop International National Pensione Service di Korea, 29 August- 2 September 2016 in Korea. Pre  departure  training:  25-26  August  2016.  This  workshop  is  joining  with  National Pensione System (NPS) Korea and this year is for Batch II. Language is using English.
  2. Inhouse seminar/training about Social Security for health in Industry in   Indonesia. Time and place are determined by the industry. Language is using bahasa Indonesia.
  3. Training on International Social Protection Studies in Campus UI Salemba, Jakarta, 8 August – 7October 2016 (8 weeks). It consists of 7 moduls. This curricula was arranged together  with GIZ, Universitat Heidelberg & EvaPlan in Germany, and  Economic University in Vietnam. This year is second round. Language is using English. Participant can take full moduls or partial. These are the moduls available and the facilitators. One modul will be delivered for one week (5 days)
